    Reasons for and explanation of adopting the single-source procurement method:   In 2018, Tianyuan Building procured and installed an internet and wireless WIFI real-name authentication audit system, along with related equipment, from Hangzhou Shangcheng Security Service Group Co., Ltd. (formerly Hangzhou Jianggan Security Service Co., Ltd., the original purchaser of system equipment, which has since been merged into the group). The system has been in continuous use and is currently maintained by the company’s technical team. Thanks to its use of dedicated lines and specialized port technologies, this system promptly transmits users’ internet access information and operational records to the Cyber Police Detachment of the Shangcheng District Public Security Bureau for archiving, thereby ensuring the security and confidentiality of these privacy-sensitive data. Other system vendors on the market are unable to provide secure and effective maintenance for this real-name authentication audit system, nor can they guarantee the safety of customer privacy and network access data. In contrast, Hangzhou Shangcheng Security Service Group Co., Ltd. possesses the continuity, professionalism, and uniqueness required for the technical service support of this real-name authentication audit system equipment. Now that the current technical service agreement for this system has expired and needs to be renewed, in accordance with Article 31, Paragraph 1, Item 1 of the Government Procurement Law of the People’s Republic of China—“Procurement may be conducted via a single-source approach only when the goods or services can be obtained exclusively from a single supplier”—the bidding committee recommends adopting a single-source procurement method for this project. Hangzhou Shangcheng Security Service Group Co., Ltd. Procure the above-mentioned technical service agreement.
