Reasons for and explanation of adopting the single-source procurement method: According to Article 9 of the “Administrative Measures for the Measurement and Collection of Fees for Non-Residential Domestic Waste Disposal in Hangzhou’s Urban Areas”: The collection of domestic waste disposal fees shall be managed locally. The competent authorities for urban appearance and environmental sanitation in each district shall establish, in a unified manner, special accounts dedicated to the collection of fees for non-residential domestic waste disposal. These special accounts may be set up at the environmental sanitation offices (stations) in each district, which shall be responsible for collecting the fees for domestic waste disposal. In areas without environmental sanitation offices (stations), the district-level authorities for urban appearance and environmental sanitation may designate a specific entity to collect the fees for domestic waste disposal on their behalf and establish a dedicated account. Article 10 stipulates that units generating domestic waste shall sign a consignment service contract for waste collection and disposal with the local environmental sanitation office (station or designated entity). In accordance with the provision under Article 31, Paragraph 1, Item 1 of the “Government Procurement Law of the People’s Republic of China,” which allows procurement via a single-source approach “only when the goods or services can be procured from a single supplier,” the bidding committee recommends adopting a single-source procurement method for this project.
