Reasons for and explanation of adopting the single-source procurement method:
Due to the fact that the third floor of Tianyuan Building has been leased for construction, the project involves the removal and decommissioning of the original kitchen gas facilities, equipment, and pipelines. In accordance with relevant provisions of the "Hangzhou Gas Management Regulations," in order to ensure the safety of gas usage following the dismantling and modification of the pipeline gas system, the implementation will be organized and carried out by Hangzhou Natural Gas Co., Ltd. Service Development Company—a holding company under Hangzhou Gas Group Co., Ltd. (hereinafter referred to as "Gas Group"). Gas Group is the primary entity responsible for related business activities such as natural gas utilization, engineering construction, and operations in Hangzhou. In compliance with Article 31, Paragraph 1, Item 1 of the "Government Procurement Law of the People's Republic of China," which stipulates that procurement may be conducted via a single-source approach when goods or services can only be obtained from a single supplier, the bidding committee recommends that this project adopt a single-source procurement method and award the "Tianyuan Building Third Floor Gas Pipeline Dismantling and Modification Project Contract" to Hangzhou Natural Gas Co., Ltd. Service Development Company.
