As the Spring Festival draws near, the festive atmosphere is growing stronger. And “spending the New Year in Hangzhou” has become another “bright highlight” of this city’s 2021 Spring Festival.
To meet the needs of epidemic prevention and control, Jianggan District has actively responded to the call from higher authorities by vigorously promoting and encouraging enterprises to care for and guide out-of-town employees to “spend the Spring Festival in Hangzhou,” thereby reducing unnecessary travel and gatherings, ensuring the safety and health of enterprise employees, maintaining stable and orderly production, and fostering a high-quality “strong start” for the economy. Currently, many enterprises in Jianggan District have enthusiastically answered the call and introduced heartwarming measures to retain employees, sending festive greetings and gift packages to out-of-town workers staying in Hangzhou.

“For employees who work during the Spring Festival, we will provide an additional on-duty (overseas-based) subsidy. The subsidy for frontline employees will be at least 3.65 million yuan, and could reach as much as 5.8 million yuan,” said the head of the Human Resources Department of Hangzhou Boiler Group. To encourage employees from other regions to celebrate the New Year in Hangzhou, Hangzhou Boiler Group has specially developed a subsidy plan for employees staying on duty, based on a thorough survey and assessment. Hangzhou Boiler Group has more than 2,000 employees, with employees from outside Hangzhou accounting for approximately 87% of the total workforce. Currently, over 40% of these out-of-town employees have expressed their willingness to spend the Spring Festival in Hangzhou.
Haidilao employees are especially excited. During the Spring Festival, Haidilao’s migrant workers staying in Hangzhou not only get to enjoy delicious meals, have fun, and receive Spring Festival red envelopes, but also receive a “special gift”: The company has pledged to distribute 60% of the day’s net revenue from Haidilao restaurants that remain open on New Year’s Eve and the first day of the Lunar New Year to the employees working at those stores, allowing them to truly experience what it feels like to be “in charge and in control.”

Hangzhou Guoli Import & Export Co., Ltd. has also extended a “heartwarming gift” to out-of-town employees staying in Hangzhou for the Spring Festival. In addition to the 1,000-yuan cash subsidy provided by the government, these out-of-town employees can also receive a generous red envelope worth 1,000 yuan—funded entirely by the company itself—making it a truly “double blessing.”
Despite the significant impact of the pandemic on the convention and exhibition industry as well as the hospitality sector over the past year, a representative from Hangzhou Tianyuan Building—the member unit of the “Big Golden Globe” International Convention and Exhibition Alliance—stated that the company will overcome these challenges and respond to the initiative by giving a 1,000-yuan red envelope to out-of-town employees who choose to stay in Hangzhou during the Spring Festival. Additionally, the company will provide free meals for its employees, ensuring that its care reaches every single staff member.

In Jianggan, there are many such enterprises: Wanshiligroup sends “Bring Love Home” condolence gifts to the relatives of all out-of-town employees who choose to spend the Spring Festival in Hangzhou, delivering the employees’ heartfelt wishes directly to their homes in other provinces. Members of the “Shizijin Street” business alliance, including Ping’an Yuefang, reward employees who stay in Hangzhou for the holiday with cash red envelopes, Spring Festival gift boxes, and vacation benefits, while merchants ensure that overtime pay policies are properly implemented. The trade union of China National Aviation International Mineral Resources Co., Ltd. has issued a special document providing out-of-town employees staying in Hangzhou for the Spring Festival with a consolation allowance of 1,000 yuan and a New Year gift package worth around 300 yuan, encouraging these employees to celebrate the festival in Hangzhou and extend their greetings remotely...
“Where body and mind find peace is my homeland—why should it be confined to Chang’an or Luoyang?” Hangzhou has a large floating population and faces significant pressure in epidemic prevention and control. Therefore, it’s even more crucial for government departments to shoulder their responsibilities and translate their commitments into concrete actions. At the earliest opportunity, Jianggan District launched the “Ten Deliveries” care initiative aimed at migrant workers in Hangzhou, reinforcing local responsibilities, enhancing coordination and collaboration, and ensuring adequate funding—all in an effort to deliver results that truly matter. At the same time, leveraging platforms such as “Wednesday Interview Nights,” the district has been reaching out directly to enterprises and working on the front lines, bringing warmth, policies, and services to businesses. This approach ensures that enterprises genuinely feel the government’s warmth and that those staying in Hangzhou for the Spring Festival can experience the city’s heartfelt hospitality.
