Hangzhou Tianyuan Building Co., Ltd. is conducting an open tender for the procurement and installation of access control systems for floors below the 5th floor of Tianyuan Building, as detailed below:

2 Project Name: Procurement, installation, and commissioning of access control systems for floors below the 5th floor of Hangzhou Tianyuan Building.

3 Project Overview: A total of 34 sets of access control systems for fire escape routes on floors below the 5th floor of Tianyuan Building are to be procured (see attached list for details). Installation and commissioning are required.

4 Funding source: Self-funded with own capital.

5 Construction period requirements: No more than 20 days shall elapse from the date of contract signing.

6 Contracting Method and Scope of Contract:

    (1) Lump-sum construction contract: covers labor, materials, quality, schedule, and safe and civilized construction.

    (2) Scope of Contract: Floors 5 and below of Tianyuan Building

7 Specific construction requirements:

Access control management is divided into two functions: property management and owner usage, each controlled separately. For detailed information, please refer to the list. Bidders are responsible for conducting on-site inspections and preparing their quotations based on the list, ensuring high-quality installation on-site and passing the acceptance inspection by the tendering party; otherwise, no payment will be made for the relevant work. Specifically, the eight existing access control host units on floors 7 through 10 must be removed and relocated to below the 5th floor. New equipment will be installed on floors 7 through 10. On floors 2, 4, and the west annex of the 3rd floor, the equipment will be identical to that on floors 7 through 10, sharing a total of 24 IC cards. Additionally, another 10 IC cards will be shared between the new equipment on floors 7 through 10 and the existing equipment on those same floors. A total of 300 IC cards will be provided.

8 Qualification requirements for eligible bidders:

(1) Bidders shall be registered within the territory of the People’s Republic of China and possess independent legal personality.

(2) This project does not accept bids submitted by consortia.

9 · Engineering quality requirements: Construction shall be carried out strictly in accordance with the current national construction and acceptance specifications, quality inspection and evaluation standards, relevant documents issued by the national industry authorities guiding engineering construction, and the contents of the tender documents. The quality of the project shall meet the standards specified in the "Code for Acceptance of Construction Quality" as well as the GB 50016-2006 Code for Fire Protection Design of Buildings, and the national standards and regulations for telecommunications access licensing. The warranty period for quality assurance is two years.

Bidders must provide the tendering party with genuine products that meet national product quality standards as required. Under no circumstances shall they substitute inferior products for superior ones. If any non-genuine products are discovered, Party B shall compensate the tendering party at a ratio of one to three and provide all relevant documentation, including product quality certificates, qualification certificates, instruction manuals, and supporting materials.

The bidder shall ensure that the products supplied under the contract are completely intact, both inside and outside the packaging. If the products fail to meet this requirement, the tendering party reserves the right to demand that the bidder immediately replace them with qualified products. All losses arising from this shall be borne by the bidder.

Maintenance response time: 24 hours; maintenance completion time: 48 hours.

11 Construction site inspection time: On-site inspections will not be conducted in a unified manner; each bidding unit will conduct its own inspections.

12、 There will be no centralized Q&A session prior to bidding. Any questions from bidders will be answered by the procuring entity and provided in a unified written response.
