Reasons and Explanation for Adopting the Single-Source Procurement Method: The steel wire ropes and emergency power supplies of Elevator No. 3 in Tianyuan Building need to be replaced and repaired, a decision that was approved at the 89th meeting of the Building Management Committee. The six elevators used in the main building of Tianyuan Building are Mitsubishi elevators originally imported from Japan, and their maintenance and servicing are provided by the Zhejiang Branch of Guangdong Lingdian Elevator Co., Ltd., which is authorized by Mitsubishi Group of Japan. The spare parts required for repairing these elevators cannot be procured on the market (see attachment). If spare parts provided by other suppliers on the market are used instead, the maintenance provider will not assume any responsibility in case of malfunctions or safety incidents (see Article 4.6 of the maintenance contract for details). To ensure the safe operation of the elevators and facilitate subsequent maintenance and upkeep, in accordance with Article 31, Paragraph 1, Item 1 of the Government Procurement Law of the People’s Republic of China—“Procurement can only be made from a single supplier”—the bidding committee recommends adopting the single-source procurement method for this project.
