Reasons for and explanation of adopting the single-source procurement method: This front-desk robot is independently developed and manufactured by Beijing Yunji Technology Co., Ltd. It boasts independent intellectual property rights and patent licenses, and its hardware and software architecture differs significantly from that of other robots currently available on the market. Third-party repair personnel who have not undergone specialized training provided by Yunji Technology will be unable to gain a thorough understanding of the robot’s hardware and software. Moreover, during maintenance or repair work, third-party technicians might inadvertently cause damage to the robot’s hardware or software. Therefore, no one other than those authorized by Yunji Technology is permitted to disassemble the robot privately; otherwise, the robot will lose its eligibility for warranty and maintenance services. In accordance with Article 31, Paragraph 1, Item 1 of the Government Procurement Law of the People’s Republic of China, which stipulates that procurement may be conducted via a single-source approach when “procurement can only be made from a single supplier,” the bidding committee recommends adopting a single-source procurement method for this project.
