Reasons for and explanation of adopting the single-source procurement method: This short-message service is a complementary component of the Tianyuan Building Hotel’s smart and rapid check-in system. It is highly integrated with the hotel’s front-desk management system (Xiruan System) and is provided by a partner designated by the third party (Xiruan). Zhejiang Yunfeng Network Technology Co., Ltd. Since Tianyuan Building is unable to select other SMS platform partners to implement the system integration functions, and in accordance with Article 31, Paragraph 1, Item 1 of the Government Procurement Law of the People’s Republic of China, which stipulates that procurement may be conducted via a single-source approach when “procurement can only be made from a single supplier,” the bidding committee recommends adopting a single-source procurement method for this project.
