1 Tender Conditions
This bidding project involves the maintenance of McQuay central air-conditioning compressors. The project owner is Hangzhou Tianyuan Building Co., Ltd., and the funding source is self-raised, proprietary funds. The project now meets the conditions for tendering and is hereby publicly solicited. 2 Project Overview and Scope of Tender
2.1 Project Overview The equipment requiring maintenance this time is Centrifugal Chiller No. 1—McQuay central air conditioning unit—located in this building. The equipment model is WSC087MAT57F/F3612/C3612, and there is one unit in total. During operation, the compressor was emitting a high-pitched screeching sound, prompting the operator to immediately shut down the unit.
2.2 Scope of the tender Repair the aforementioned McQuay central air-conditioning compressor, including but not limited to fault diagnosis, replacement of damaged components (if necessary), and commissioning, to ensure that the compressor returns to normal operating condition. Specific details shall be subject to the tender documents and relevant technical requirements.
3 Bidder Qualification Requirements
3.1 Possesses independent legal personality, is capable of independently assuming civil liabilities, and holds a valid business license.
3.2 Possess qualifications related to central air-conditioning maintenance, with priority given to those holding manufacturer-authorized service qualification certificates from McQuay.
3.3 We have a professional maintenance team whose members hold the relevant professional qualification certificates and possess extensive experience in servicing central air-conditioning compressors. We require proof of maintenance performance for similar projects over the past three years (e.g., copies of contracts).
3.4 Possesses good business integrity and a sound financial accounting system, with no significant records of violations or illegal activities in the past three years.
3.5 Possesses the equipment and specialized technical capabilities necessary to perform the contract and can ensure that the repair work is completed within the specified timeframe.

Chapter 2: Instructions for Bidding
1. Quotation document
1.1 Bidding Preparation Basis: Bidders shall prepare their bids based on the technical requirements and maintenance quotations provided by the tenderer.
1.2 Quotation Composition
1.2.1 The quoted prices include the procurement, manufacturing, installation, warehousing, packaging, delivery, and transportation of all products and equipment, as well as any related import duties and charges for equipment and materials, contingency fees, commissioning, technical services and training, provision of relevant documents and data, free warranty and maintenance services for the agreed period, taxes and levies, profit, and all other necessary and indispensable expenses required to fulfill the contract.
1.2.2 When submitting a quotation, the product’s material, specifications, manufacturing process, technical parameters, warranty period, and other relevant details must comply with the bidder’s explicit requirements.
2. Quote validity period
2.1 The quotation is valid for 30 days.
2.2 During the validity period of the quotation, if the bidder withdraws or modifies its quotation document, it shall bear the responsibilities stipulated in the quotation document and by law.
3. Clarification of the Bid Document
3.1 Bidders should carefully read and review the entire content of the bidding documents. If they have any questions, they should submit their inquiries in writing or via email according to the following schedule, requesting the tenderer to clarify the bidding documents.
Deadline for bidders to raise questions: 4:30 p.m. on July 30, 2025. Time for the tenderer to issue clarifications on tender documents: 5:30 p.m. on July 31, 2025.
3.2 Clarifications to the bidding documents will be provided in writing or via email to all bidders, without identifying the source of the clarification questions.
4 Tender document's Submit
4.1 Please provide one complete set of tender documents in electronic format, in PDF format.
4.2 The bidding document shall specify: a. Project number; b. Project name; c. Name of the bidder; d. Name of the legal representative of the bidder or name of the authorized agent.
4.3 The bidding document shall be stamped with the official seal of the bidder at the designated location and signed or sealed by the legal representative or their authorized agent. Any bidding document that has not been stamped by the bidder and signed or sealed by the legal representative or their authorized agent shall be deemed invalid.
4.4 The bidding documents shall be written or printed using non-fading materials and signed by the legal representative of the bidder or their authorized agent, or stamped with the official seal of the bidder’s organization. If an authorized agent signs the documents, the bidding documents must be accompanied by a power of attorney signed or sealed by the legal representative. Bidding documents should, as far as possible, avoid alterations, insertions between lines, or deletions. Should any of the above situations occur, the altered sections must be affixed with the official seal of the bidder’s organization or confirmed by the signature of the legal representative of the bidder or their authorized agent.
5. Intellectual property
5.1 The bidder shall ensure that it holds legitimate intellectual property rights to the products it sells. If the tenderer suffers damages due to the products infringing upon the intellectual property rights of others, the bidder shall bear such losses and assume liability for breach of contract.
6 .Review Review
6.1 Review Panel
6.1.1 The bidder shall form the evaluation panel independently.
6.1.2 Members of the review panel shall recuse themselves if any of the following circumstances apply:
(1 ) Close relatives of the bidder or the principal person in charge of submitting the bid;
(2 ) Personnel from the project supervisory authority or the administrative oversight authority:
(3 ) Has an economic interest relationship with the bidder;
(4 ) Has previously been subject to administrative or criminal penalties for engaging in illegal activities during price inquiries, bidding, bid evaluation, and other activities related to tendering and bidding;
(5 ) Has other interests or relationships with the bidder.
6.2 Evaluation Principles
The review process adheres to the principles of fairness, impartiality, scientific rigor, and selection of the best candidates.
6.3.1 If, during the bidding deadline and the evaluation period, the number of valid bidders falls below three, the tendering party may, based on the actual situation, decide whether to continue the bidding process according to the original bidding method.
6.3.2 Evaluation Criteria: The procuring entity will conduct a comprehensive evaluation of all bidders to determine the tender results. The evaluation plan is as follows:

8 . Tender Result
8.1 Result Notification
Within the validity period of the quotation specified in Section 2.1 of this chapter, the procuring entity shall publicly announce the results of the bid opening. The announcement period shall be three days. Upon expiration of the announcement period, the procuring entity shall notify the bidders of the bid opening results in writing or electronically.
8.2 Performance Guarantee
8.2.1 After receiving the notice of award, the successful bidder must provide the following to the tendering party when signing the contract: Performance bond Performance bond: RMB 5,000 in total, to be paid via bank transfer. The performance bond shall be paid to the tenderer within 5 days after the contract is signed. If the successful bidder refuses to pay the performance bond, the tenderer will revoke the bidder’s qualification as the successful bidder. The performance bond will be refunded without interest within 30 days after the completion and acceptance inspection are passed.
8.3 Sign the contract

9.1 The product delivery cycle shall meet the requirements and provisions regarding the delivery period stipulated in the procurement contract.
10 Payment and Settlement Terms for Goods
10.1 The specific method shall be subject to the terms of the procurement contract.

1 、Maintenance Qualification Requirements
The maintenance unit must possess qualifications for central air-conditioning maintenance and have experience in equipment repair, and must provide valid supporting documentation.
2 Fault Detection Technical Requirements
2.1 A comprehensive inspection of the compressor in central air-conditioning unit No. 2 is required, including but not limited to checking the insulation resistance of the motor windings and inspecting the internal components of the compressor.
2.2 The testing process must result in a detailed test report that clearly identifies the faulty component, the cause of the failure, and the relevant data supporting the findings. The report must be signed and approved by the technical supervisor.
2.3 For any potential fault hazards detected, targeted preventive recommendations must be included in the report.
3 Component Replacement Technical Requirements
3.1 The replaced compressor components must be genuine, factory-produced parts from McQuay, and must come with the factory certificate of conformity as well as relevant documentation confirming compatibility with the equipment model.
3.2 If, due to special circumstances, non-original manufacturer parts must be used, prior written consent from the tendering party is required. Moreover, the performance parameters of these parts must not be lower than the standards for the original manufacturer’s parts, and a test report issued by an authoritative third-party organization must be provided.
3.3 The component replacement process must be carried out strictly in accordance with the installation manual and maintenance specifications for McQuay centrifugal compressors, ensuring that installation accuracy meets the required standards.
4 Maintenance Process and Technical Requirements
4.1 When disassembling and repairing the compressor, the work must be carried out in a clean, dry environment to prevent impurities from entering the compressor interior. 4.2 All wear parts, such as bearings and seals, must be completely replaced, and relevant data must be recorded during the replacement process.
4.3 During assembly, the tightening torque for each connection point must comply with the manufacturer’s specifications and be verified by a dedicated person.
5 Debugging Technical Requirements
5.1 The repaired compressor must undergo a trial run and commissioning. The commissioning process must follow the commissioning procedures specified by the McQuay manufacturer.
5.2 The trial run shall last for no less than 48 hours. During this period, all operational parameters of the compressor—such as suction pressure, discharge pressure, oil temperature, oil pressure, and motor temperature—must be monitored in real time to ensure that these parameters remain within the equipment’s normal operating range. 5.3 After successful commissioning, a detailed commissioning report must be provided to the tenderer, including parameter records from the trial operation period and commissioning conclusions.
6 Quality Assurance Technical Requirements
6.1 The compressor will be covered by a warranty of at least 2 years following repair. During the warranty period, if any failure occurs due to the quality of the repair work or the quality of replaced components, the repair provider must arrive on-site within 24 hours of receiving notification and bear the corresponding repair costs.
6.2 During the warranty period, the maintenance unit shall conduct a follow-up inspection of the compressor once every month, record the equipment’s operating condition, and promptly identify and address any issues.
7 Safety technical requirements
7.1 During the maintenance process, it is essential to strictly adhere to national and industry safety operating procedures and to establish comprehensive safety protection measures to ensure construction safety.
7.2 Maintenance personnel must wear the necessary safety protective equipment, such as hard hats, safety belts, and insulated gloves.
7.3 The construction site must be equipped with clear safety warning signs to prevent unauthorized personnel from entering.
