Chapter Two Instructions for Bidders
I. General Provisions
- This bidding project involves the annual inspection of gas detectors at Tianyuan Building. The procuring entity will select a testing agency with appropriate qualifications and capabilities through an open tender process to carry out the inspection work for this project.
- This tender is conducted in accordance with “ Open, fair, just, and honest and trustworthy ” In accordance with the principle that all eligible bidders shall participate in the bidding on an equal footing.
- Bidders shall carefully read all contents of the tender documents. If a bid does not meet the substantive requirements set forth in the tender documents, it will be deemed invalid.
II. Bidding Fees
- Bidders shall bear all costs associated with preparing and submitting their bids. Regardless of the outcome of the bidding process, the procuring entity shall not be responsible for such costs.

Chapter Three Testing Requirements
I. Testing Content and Requirements
- Visual inspection
( 1 The housing of the gas alarm should be intact and undamaged, with no obvious deformation, cracks, or scratches. The markings should be clear and complete, including information such as the product name, model number, manufacturer, date of manufacture, certificate of conformity, and alarm concentration value.
( 2 The wiring of the alarm device should be secure and compliant with standards, with no signs of looseness, aging, or damage. The connections of power cables and signal cables must meet the relevant standard requirements.
( 3 The installation location of the alarm should comply with regulatory requirements, being kept away from vents, heat sources, electromagnetic interference sources, and other such factors. The installation height and distance from the gas leak source must meet the detection standards.
- Function testing
( 1 Power-on test: Connect the alarm’s power supply and check whether the power indicator light and the normal operation indicator light illuminate properly, and whether the device can start up normally.
( 2 Alarm Function Testing: Use a combustible gas at a standard concentration (such as propane, natural gas, etc., specifically determined according to the type of gas detected by the alarm) to test the alarm. Observe whether the alarm can emit audible and visual alarm signals within the specified time and whether the alarm concentration value falls within the range prescribed by standards.
( 3 Fault alarm function testing: Simulate power failures, sensor malfunctions, and other similar conditions to verify whether the alarm system can promptly issue fault alarm signals and whether the fault indicators are clear.
( 4 ) Interlinked Function Testing (if applicable): For alarms equipped with functions such as interlinked gas valve shut-off and exhaust fan activation, it is necessary to test whether the interlinked functions operate normally and whether their actions are accurate and timely.
3. Recording and Identification
( 1 During the inspection process, each alarm device must be assigned a unique identification number, and detailed records must be kept of the device’s information (such as model, manufacturer, installation location, installation date, etc.), inspection data, and inspection results.
( 2 For alarms that pass inspection, a “qualified” label should be affixed, indicating the date of inspection and the next scheduled inspection date. For alarms that fail inspection, an “unqualified” label should be affixed, along with recommendations for corrective actions (such as repair or replacement).
III. Requirements for Test Reports
- The test report shall be prepared in accordance with industry requirements, featuring complete content, accurate data, clear conclusions, and bearing the official seal of the inspection and testing organization.
- The test report should include the following:
( 1 ) Name of the tendering entity, project name, testing location, and testing date;
( 2 ) Name and number of the standard specifications upon which the testing is based;
( 3 ) List of Testing Equipment (including equipment name, model, and calibration) / Calibration certificate number and validity period);
( 4 ) Detailed inspection records for each gas alarm (including device information, inspection items, inspection data, and inspection results);
( 5 ) Summary table of test results (categorized by pass and fail);
( 6 ) Recommendations for rectifying non-conforming equipment and opinions on subsequent handling measures;
( 7 ) Test conclusion (overall evaluation of the testing situation);
( 8 ) Signatures and dates of the testing personnel, reviewing personnel, and approving personnel;
( 9 A copy of the qualification certificate for inspection and testing institutions.

Chapter Four: Evaluation Review
I. Review Panel
1 The tendering party shall independently establish a review panel (with an odd number of members, five or more).
2 Members of the review panel shall recuse themselves if any of the following circumstances apply:
(1 ) Close relatives of the person primarily responsible for the bid;
(2 ) Has an economic interest relationship with the bidder;
(3 ) Has previously been subject to administrative or criminal penalties for engaging in illegal activities in inquiry, bidding, bid evaluation, and other activities related to tendering and bidding;
(4 ) Has other interests or relationships with the bidder.
3 Review Principles
The review process adheres to the principles of fairness, impartiality, scientific rigor, and selection of the best candidates.
4 、Review Method
4.1 If, during the bidding deadline and the evaluation period, the number of valid bidders falls below three, the tendering party may, based on the actual situation, decide whether to continue the bidding process according to the original bidding method.

Chapter Five Tender Result
- Review Panel The bidders shall be ranked in descending order according to their comprehensive scores. The bidder with the highest comprehensive score shall be the first-ranked successful bidder, the next highest scorer the second-ranked successful bidder, and so on.
- In the event of a tie in the overall scores, the candidate(s) to be awarded the contract shall be determined in the following order:
( 1 ) The bidder with the lower bid price;
( 2 ) Those with higher scores in the technical section;
( 3 ) Those with superior performance in similar projects.
3. The tendering party shall publicly announce the bid opening results for a period of 3 days. After the announcement period expires, the bid opening results shall be communicated to bidders in writing or electronically.
4. Sign the contract
