Chapter Two Instructions for Bidders
I. General Provisions
- This bidding project involves the annual calibration of gas detectors at Tianyuan Building. The procuring entity will select a calibration agency with appropriate qualifications and capabilities through an open bidding process to carry out the calibration work for this project.
- This tender is conducted in accordance with “ Open, fair, just, and honest and trustworthy ” In accordance with the principle, all eligible bidders shall participate in the bidding on an equal footing.

II. Bidding Fees

Chapter Three Calibration Requirements
I. Core Calibration Project
- Zero-point calibration In a clean air environment, adjust the device’s zero point to ensure that the zero-point indication error complies with the specified requirements.
- Range calibration Calibrate using standard gases and determine the indication error of the detection equipment at the span points.
- Alarm threshold calibration Calibrate the device’s low- and high-threshold values (set according to the device manual or on-site safety requirements) to ensure that the alarm activation values are accurate. ≤±10% Set value.
- Response Time Test The time it takes for the recording device to go from contacting the standard gas to emitting an alarm signal—portable detector.
- Zero-point drift test The equipment runs continuously in the zero-point state. 24 Hourly, record the change in the zero-point reading.

II. Service Requirements
- Before calibration 3 During the working days, bidders shall confirm with the tenderer the location and operational status of the equipment, and develop a detailed calibration plan to avoid disrupting the hotel’s normal operations. (For calibration in the kitchen area, please schedule it outside peak dining hours; specific timing will be determined through mutual agreement.)
- During the calibration process, technicians must comply with the hotel’s safety management regulations, wear their work badges, and take appropriate on-site protective measures (such as anti-slip and gas-leak prevention). They must also refrain from damaging the hotel’s equipment and facilities.
- After calibration, each device must be affixed with a calibration pass label indicating the calibration date, the date of the next calibration, and the name of the calibration institution. Chapter Five Tender Result
- Review Panel The bidders shall be ranked in descending order according to their comprehensive scores. The bidder with the highest comprehensive score shall be the first-ranked candidate, the next highest scorer the second-ranked candidate, and so on.
- In the event of a tie in the overall score, the candidate(s) to be awarded the contract shall be determined in the following order of priority:
( 1 ) The bidder with the lower bid price;
( 2 ) Those with higher scores in the technical section;
( 3 ) Those with superior performance in similar projects.
3. The tendering party shall publicly announce the bid opening results for a period of 3 days. After the announcement period expires, the bid opening results shall be communicated to bidders in writing or electronically.
4. Sign the contract
