Annual tender agency services for Tianyuan Building, with a service period of one year (upon expiration of the service period, and subject to satisfactory evaluation by the tendering party, the contract may be renewed for another year). 。

• Qualification requirements

1. Has the capacity to independently assume civil liability (provide a copy of the business license);
2. Possesses a valid, annually inspected “Business License for Corporate Legal Persons” with a business scope that includes tender agency services.
3. Possess a Grade A Certificate for Engineering Cost Consulting Qualification (provide a copy of the qualification certificate);
4. Suppliers whose responsible persons are the same or that have direct controlling or management relationships with each other shall not simultaneously participate in bidding for the same contract.
5. This project does not accept consortia.

• Quotation requirements:

1. Tender agency service fee: Based on the fee standards stipulated in the “Interim Measures for the Administration of Tender Agency Service Fees” ([2002] No. 1980), and applying a discount rate based on the fee standards outlined in Document Zhejiang Price Service [2009] No. 84, “Notice of the Zhejiang Provincial Price Bureau on Further Improving the Fee Standards for Engineering Cost Consulting Services.”
2. List budget and preliminary estimate preparation fee: Reduced according to the fee standards specified in Document No. [2009]84 of Zhejiang Price & Service.
3. The venue rental fee and the expert review fee shall be borne by the winning bidder. Please factor these costs into your bid and submit a reasonable quotation.

• Evaluation Rules: The company with the lowest quotation discount rate will be awarded the contract.
• Submit a quote: Please affix your organization’s official seal to the quotation, the invitee’s qualification certificates, performance records, commitment letter, contact information, and other relevant documents. Seal the package securely and apply a tamper-evident seal across the seam before submitting it to the Procurement Department of Tianyuan Building.
• Submission deadline for quotation documents: 2021 Before 5:00 p.m. on October 17 (Beijing Time).
