I. Project Overview and Requirements
1. Project Overview:
The bidding and procurement entities for this tender are Hangzhou Tianyuan Building Co., Ltd. and its subsidiary, Hangzhou Tianyuan Building Smart Hotel Branch. We are now extending a tender invitation to your organization. If you agree with the requirements, please participate in the bidding.
- Bidding units shall provide quotations: For details, please refer to Appendix 1.
- The laundry charges for guest garments shall be collected by Party A from the customer according to the “Laundry/Dry Cleaning/Ironing Invoice” (see Appendix II). Of these charges, in addition to the 15% service fee that belongs to Party A, the remaining laundry revenue—including any rush-service fees—shall be shared between the two parties at a ratio of 20% to Party A and 80% to Party B. %。

II. Bidder Requirements
1 Bidders must be registered within the territory of the People’s Republic of China and be independent legal entities or other organizations capable of independently assuming civil liabilities and possessing the capacity to supply goods (provide a copy of their business license).
2 Units whose legal representatives are the same person or that have controlling or management relationships with each other shall not bid for the same procurement project.
3 The bidder and the proposed project leader shall have no record of bribery-related crimes in the three years prior to the bid deadline (a commitment letter confirming the absence of such records must be provided).
4 1. This project does not accept bids submitted by consortia.
III. Requirements for Bidding Documents
1 .Language and Units of Measurement in Bidding Documents
(1) The bidding documents, materials, and correspondence shall be in Chinese.
(2) Unless otherwise specified in the bidding documents, the units of measurement and graphic symbols used in the bid documents shall comply with the legal metrological units and commonly accepted graphic symbols of the People’s Republic of China.
(3) In the bidding documents, any ambiguities arising from a lack of explanation or inadequate explanations may be interpreted by the tenderer in a manner favorable to the tenderer.
2 .Composition of the bidding documents

3 Bidding quotation
(1) All bids shall be quoted in RMB.
(2) The bid price shall be the final price—including goods and transportation—prior to delivery of the goods (and technology).
4 .Other provisions regarding the bid
(1) The original bid document must be completed in ink that does not fade. Print, using A4 paper size and Bound into a volume.
(2) The bidding documents must not contain any additions, erasures, or alterations. If any errors or omissions need to be corrected, the amendment must be signed by the legal representative or their authorized representative and bear the official seal of the organization to take effect.
(3) All bid documents shall be placed in the same sealed envelope, which must be properly sealed. The sealing area shall bear the signature of the bidder’s legal representative or their authorized representative, as well as the official seal of the bidding entity. The cover page shall clearly indicate the name and number of the tender project, as well as the bidder’s name, address, postal code, fax number, telephone number, and contact person.
IV. Circumstances Under Which Bidding Documents Are Invalid and Tenders Are Declared Void
1. Regarding circumstances of invalid bids:
Bribe our staff or engage in "bid-rigging";
Delivered late after the specified bid submission deadline or not delivered to the designated location;
Not sealed, marked, and stamped with the bidder’s official seal in accordance with the regulations;
Not prepared in accordance with the contents and requirements of the bidding documents; incomplete content or illegible handwriting.
The bidding entity will not attend any meetings related to the bidding activities.
The bid price is significantly lower than the market price, indicating malicious bidding.
2. Circumstances related to bid cancellation:
Bribe our staff or engage in "bid-rigging";
The bidder’s qualification requirements do not comply with relevant national regulations and the requirements set forth in the bidding documents.
The bid document contains content that clearly does not comply with relevant specifications and standards;
The bid document includes conditions that the tenderer cannot accept;
Bidders who bid in the name of others, collude in bidding, or submit fraudulent bids;

6. Bid Opening Time: 2023 Year 4 Moon 24 14:00 on the 14th.
Seven, Opening and Evaluation of Bids
1 .Opening of bids
(1) The bid opening ceremony will be chaired by the tendering party and held at the location and time specified in the invitation to bid.
(2) At the bid opening, the sealing condition of the bid documents shall be inspected publicly. After confirming that there are no issues, the envelopes shall be opened.
2 .Bid evaluation
(1) Evaluation Principles: The evaluation committee, in accordance with applicable laws, regulations, and the requirements of the tender documents, shall adhere to the principles of fairness, impartiality, scientific rigor, and selection of the best candidate. It shall conduct independent evaluations of bid documents following identical procedures and standards, free from any external interference or influence.
(2) Main evaluation criteria: Comprehensive review and selection of the best bid.
3 .Winning Bid Conditions
(1) Able to meet the requirements of the tender documents to the greatest extent possible;
(2) A scoring system will be used for bidding suppliers, with the bid price accounting for 70%, supplier qualifications accounting for 10%, and promised services accounting for 20%. Specifically:
Bidding Price: The bidder with the lowest overall price will receive 70 points for first place, with subsequent bidders receiving 10 points less for each lower price.
Supplier Qualifications: Provide proof of cooperation with five-star hotels over the past three years, with a minimum score of five stars for each hotel. For each hotel that falls below five stars, 2 points will be deducted.
Commitment Service: Judged based on meeting hotel and commitment service standards.
(3) Possesses comprehensive competitive advantages.
9. Contract Award:
1 The rights of the tenderer when awarding the contract
(1) Upon awarding the contract The tendering party reserves the right to modify the quantity of goods and the scope of services.
(2) If the number of bidders fails to meet the statutory requirements or if the evaluation committee rejects all bids, the tendering party shall have the right to select another procurement method.
2 Notice of Award
(1) After the evaluation committee determines the winning bidder, the procuring entity shall issue the “Notice of Award.”
(2) For bidders who did not win the bid, the procuring entity may choose not to explain the reasons for their unsuccessful bid, and the bid documents will not be returned.
3 Sign the contract
(1) The successful bidder shall sign the winning bid economic contract with the tendering party at the time, place, and in accordance with other requirements specified in the Notice of Award.
(2) After receiving the notice of award, the bidder failed to sign the awarded economic contract as required. or request modifications to its bid documents, or subcontractors, The tendering party has the right to revoke the bidder’s qualification as the winning bidder and treat the withdrawal as a withdrawal of the bid after the bid opening. The bidder... Shall bear all losses caused to the tenderer as a result. The tendering party may select the bidder ranked second in the evaluation as the successful bidder, or conduct a separate tendering process.

2. 3. We agree that the submitted bid documents shall remain valid throughout the bid validity period specified in the bidding documents. [Appendix Four] Commitment Letter Against Commercial Bribery
To strengthen the standardized operation of the procurement and implementation process (hereinafter referred to as the “Project”) of Hangzhou Tianyuan Building Co., Ltd. (hereinafter referred to as “Party A”), ensure that procurement projects are conducted in a fair, just, and transparent manner, and prevent the occurrence of illegal and disciplinary violations such as bribery and corruption, the undersigned hereby makes the following commitments:
1. Under no circumstances shall we give money, goods, securities, or provide labor services free of charge to Party A’s personnel; nor shall we pay on behalf of Party A or its relatives any expenses that they themselves should bear.
2. If qualified to participate in Party A’s project, no Party A personnel or their relatives shall engage in the buying and selling of materials or intermediary activities related to this project, nor shall they privately subcontract or assign the project they have obtained.
Third, do not manipulate prices, do not collude with other project participants to fix bid prices, and do not employ any means to exclude other project participants from fair competition or harm Party A’s interests.
4. During the pre-purchase, procurement, and implementation phases of the procurement project, if any employee of Party A makes the above-mentioned illegal or disciplinary demands or raises other issues involving disciplinary or legal violations, please report such matters to Party A’s supervisory department.
5. If you discover any commercial bribery or other unfair competition practices by other suppliers, please report them to Party A’s audit and supervision department. The reporting telephone number is the same as above. We assure you that we will keep your company’s information confidential.
6. In the event of a violation of any term that the undertaker is required to abide by under this commitment, the undertaker agrees that Party A may revoke the undertaker’s eligibility to participate in this project (if such eligibility has already been granted, it shall be revoked; if a contract has already been signed, its execution shall be suspended), and the undertaker shall compensate Party A for any resulting losses. In cases of serious violations, Party A may prohibit the undertaker from participating in Party A’s bidding and other procurement activities for a period of three years. Should the violation constitute a criminal offense, the matter shall be referred to the judicial authorities in accordance with the law.
