Reasons for and explanation of adopting the single-source procurement method:
According to the document titled “Notice on Promoting the Collection, Transportation, and Disposal of Waste Oils and Fats in Shangcheng District” issued by the Office of the Leading Group for Waste Sorting in Shangcheng District, Shangcheng District designated Hangzhou Binhe New Energy Co., Ltd., Hangzhou Lin’an Jianglan Catering Waste Treatment Co., Ltd., and Jinqing Xili Environmental Technology Group Co., Ltd. as the waste oil and fat collection and transportation entities for our district through a qualification review process on July 10, 2024. The specific details are as follows:
Food and beverage enterprises within the jurisdiction are required to sign a “Commissioned Collection and Transportation Agreement for Kitchen Waste Oil and Grease” with collection and transportation entities holding a “Collection and Transportation Permit,” clearly defining the rights and responsibilities of both parties and entrusting them with the unified collection and transportation of kitchen waste oil and grease. Supervisory inspections will be conducted on the generation, collection, transportation, and disposal of kitchen waste oil and grease, as well as on the flow of such waste and kitchen waste. In accordance with Article 31, Paragraph 1, Item 1 of the “Government Procurement Law of the People’s Republic of China,” which stipulates that procurement may be conducted via a single-source approach “only when the goods or services can be procured from a single supplier,” the bidding committee recommends adopting a single-source procurement method for this project.
